1. The technical specifications of Type Approval is established pursuant to article 43 of the Rules Governing the Third Generation (hereinafter refer to as 3G) Mobile Telecommunications Service.

2. Administration Organization: National Communications Commission (hereinafter refer to as NCC)
Testing Agency:
(1) Any testing labs that are certified by the NCC or any Laboratories that are approved by the NCC.
(2) Any testing labs that are certified or approved/recognized by approval institutions listed in bilateral agreements among countries, regional organizations or international organizations or multi-parties telecommunications equipment mutually approved/recognized agreement approved by the Taiwan Government.

3. Applicable scope:
This type approval regulation is applicable to IMT-2000 WCDMA FDD and cdma2000 FDD repeater RF equipment.

4. Application inspection procedures:
4.1 Applicant shall provide the equipment under test to a test labs for sample testing. Test report shall be certified by test labs personnel. Test report shall includes the following test items and the basic functional test items and specifications listed in section 5 of this document:
(1) Name, manufacturer, and model of sample equipment
(2) Test diagram and detailed descriptions
(3) Name, manufacturer, and model of test equipment
(4) Test equipment calibration expiration date
(5) Test standard and test items
(6) Test data and results/conclusions
(7) Test application and complete dates
4.2 Applicant shall prepare all identifications and document as described in section 6 of this document and submit the application to NCC or institutions certified by NCC for type approval application. Once the approval application is complete, a type approval license will be issued by the approval institution.
4.3 The flow chart of type approval for inspection is described in Appendix 1.

5. Equipment basic test items and technical specifications:
5.1 IMT-2000 repeater RF equipment:
(1) WCDMA FDD repeater basic test items and specifications are listed in Appendix 2.
(2) Cdma2000 FDD repeater basic test items and specifications are listed in Appendix 3.
5.2 If applicants select the latest IMT-2000 test items which are not specified in Appendix 2 and 3, applicant shall submit the IMT-2000 's technical specifications together with a test report as described in section 4.1 to the approval institution for review.
5.3 If test labs can not provide telecom restricted equipment testing service based on this document, the applicant could provide a Chinese or English test report prepared by a registered foreign test labs to the approval institution for inspection and type approval.

6. Required IDs and documents for repeater RF equipment type approval inspection application:
6.1 The application form of type approval for inspection is listed in Appendix 4.
6.2 Applicant's related documents:
(1) Photo copy of company registered license or business registration license (shall include company and responsible signatures/seals. In addition, the "consistent with the original copy" sentence shall be printed on the photocopy.)
(2) One copy of operation license for the controlled telecommunications RF equipment (shall include company and responsible signatures/seals. In addition, the "consistent with the original copy" sentence shall be printed on the photocopy). (Agents/distributors shall attach one copy of the manufacturer or importer operation license for the controlled telecommunications RF equipment.)
6.3 Equipment under test related information:
(1) One original or one copy of equipment test report (shall include company and responsible signatures/seals. In addition, the "consistent with the original copy" sentence shall be printed on the photocopy). If the original report needs to be return, then the applicant shall attached a copy of the test report for application.
(2) One copy of user manual (or operating manual) and specifications.
(3) One equipment category and one 4x6" or larger full equipment/ product color photographs (product front view, rear view, two sides view and the front and rear view of the RF unit).
(4) One copy of the circuit block diagram
(5) Four copies of CD-ROM (Each CD-ROM containing electronic files specified in the section 6.3 (1) to (4)). The CD-ROM explanation is described in the Appendix 5.

7. Application fee:
Inspection fee shall be collected in accordance with the price listed in the third generation (3G) mobile communications business administration guideline. Applicant shall submit the application form to the approval institutions. After receiving invoice from the approval institution, the applicant shall give the payment to the Financial Department of the NCC secretary office. There will be no refund after the payment.

8. Approval license issuance:
Once the RF equipment type approval application is approved, an approval license as listed in Appendix 6 will be issued to the applicant by the approval institution.
Note: This type approval license only addresses the basic test items and does not guarantee the functionality, reliability and other test items of the equipment.

9. Approval license termination/cancellation and other administration issues will be in accordance with the "Telecommunications restricted equipment approval and inspection guidelines" and the "Telecommunications restricted RF equipment administration guidelines" documents.

10. Others:
10.1 Different models and functions equipment shall be submitted in different applications.
10.2 The approval institution reserves the right to ask the applicant to provide the equipment for inspection.
10.3 For the equipment approved by the reception agency, the applicant shall follow the approval sticker example printed in the approved license to replicate additional stickers to attach to the equipment or to engrave the sticker on the equipment at an appropriate place.
10.4 If the design of approved equipment is modified, this equipment shall be resubmitted for inspection. However, if the modification was only limited to its appearance (such as color) and its model and functionality were not changed, then if the reception agency agrees, there is no need for reapplication.
10.5 Import, sale, installation, and ownership of the approved equipment shall be compliant with any related telecommunications regulations.
10.6 NCC shall be notified once the applicant changes his address.

11. Effective Date:
This Model Approval Inspection Specifications document will be ion effect once it is posted to the public. Revision of the document will also follow this rule.
