1. Purpose of Directions:
In order to execute the examination and inspection more convenient in the Regional telecommunication regulatory station for dedicated radio station, this Office has formed the Directions in observance of article 2 and 8 of the Administrative Regulations on the Establishment and Operation of Dedicated Telecommunications, and the connection of Dedicated Telecommunications to Public Communication System , articles 19 and 20 of the Administrative Regulations on Radio Waves and articles 9,10,11 and 15 of the Administrative Regulations on the Controlled Telecommunications Radio-Frequency Devices.

2. Scope of Review:
The scope of the review process in accordance with the Directions encompasses fixed stations, base stations and mobile stations of the dedicated radio station.

3. Inspection Items and Standards: Please see the review records for fixed dedicated radio station (attachment 1) and mobile dedicated radio station (attachment 2) for details.
(1) The component brand, type and model comply with the content in approval.
(2) Restrictions to Antennas:
Establishment of antennas for dedicated radio station shall not violate the flight safety standards and relevant rules prohibiting or restricting construction around airports, air ground and aviation-assisting equipment. The structure of the antenna shall be designed to maintain proper distance from high-tension wires; where the antenna is established more than 60 meters high from the ground, it shall be equipped with colored aviation marks and identification lights to avoid endangering public safety.
(3) Emission Frequency:
The frequency deviation shall not exceed the maximum permissible deviation allowed for radio emitting frequency (see attachment 2 concerning the Administrative Regulations on Radio Waves for details).
(4) Transmission Power: The average capacity shall not exceed the approved capacity.
(5) Occupied Bandwidth:
Occupied Bandwidth used shall not exceed the approved bandwidth.
(6) Spurious Emission: The second harmonic wave shall not exceed the maximum allowable degree listed in the spurious transmission capacity table for radio transmission (see attachment 3 concerning the Administrative Regulations on Radio Waves for details).

4. Examination and inspection
(1) Examination and inspection on the real location: the examination and inspection of the fixed station and the base station shall be held in the location of the equipment( the station address in the application from). The examination and inspection of the mobile station shall be held in the working place based on the type of works, and can be gathered in one place for such examination and inspection based on the working area.
(2) Submit to the regional telecommunications regulatory station for examination and inspection: the portable and vehicle-equipped radio station, based on the management and availability of the working staff, may be gathered or separately be submitted to the regional telecommunications regulatory station for examination and inspection.
(3) Examination and inspection in lottery style: If the amount of the dedicated radio stations is large in one case, the Regional telecommunications regulatory station, depending on its real need, review and test on the transmission in lottery style.
The lottery criterion is in attachment 3.
(4) Examination and inspection out of the ordinary: If the station address of the fixed station and the base station is far from Taiwan , or in the high mountain, and no traffic to go, then before the construction submit the component to the Regional telecommunications regulatory station for examination and inspection, and complete the construction also submit the relevant information and photo to the Regional telecommunications regulatory station for review and approval.
(5) Re-examination and inspection: If the component qualify in examination and inspection is fail, after improve and correct deficiency, then apply for another examination and inspection, and the action of re-examination and inspection is only once.

5.The item shall be careful during the examination and inspection
(1) One shall carefully read the standards, restrictions and steps of the instruction of each instrument to realize the work range, the accuracy and other special use of the instrument.
(2) One shall check the battery or rechargeable battery before using, and make sure the battery can be used for examination and inspection. One shall also change or refilled the battery if necessary.
(3) One shall check the operation of the instrument and also correct the meter before inspection.
(4) If using the induction way to test the frequency in the real location inspection, one shall use the attenuator and test from the high degree to lower degree to obtain the frequency result. One must keep a safe distance between the frequency counter and the transmission antenna to avoid the strong signal to destroy the instrument. And the test is better to be conducted in a directly-coupled testing way.
(5) Avoid any strong movement and shake to destroy the instrument when moves the instrument.
(6) One shall check AC to make sure the AC is 110V or 220V.
(7) Before the test, one shall make sure if the impedance matching is well, the transmission component load is connection well, and the conducting wire of 50 Ω is in good condition.
(8) When using RF directional Wattmeter, one shall notice the transmission frequency and the number of Watt, and also use PLUG-IN Element to assist the test.

6.The inspection process of the dedicated radio station shall follow the attachment 4.
