法規名稱(Title) Regulations Governing the Establishment and Use of Dedicated Telecommunications Networks Ch

  Chapter 1 General Provisions

Article 1
These Regulations are promulgated pursuant to Paragraph 7, Article 50 of the Telecommunications Management Act(hereinafter referred to as the “Act”).
Article 2
The terms of these Regulations are defined as follows:
1. Dedicated telecommunications network: a telecommunications network established for private use on the radio frequency distributed by the competent authority with the network architecture consisting of radio stations.
2. Maritime Mobile Service Identity(MMSI)number: per the definition in the Administrative Regulations on the Establishment and Operation of Radio Stations on Ships.
The private use mentioned in the preceding paragraph refers to the establishment on one’s name for one’s own business purposes.
Article 3
These Regulations shall apply to the applications for establishment of dedicated telecommunications network, unless otherwise specified.
For the applications for establishment of telecommunication network dedicated to ships, aircrafts, taxis and for research and development purposes, the following respective regulations shall apply:
1. For the dedicated telecommunications network for ships, the Regulations Governing the Installation and Use of Ship Radio Stations shall apply.
2. For the dedicated telecommunications network for aircrafts, the Regulations Governing Aircraft Radio Stations shall apply.
3. For the dedicated telecommunications network for taxis, the Administrative Regulations on the Establishment and Operation of the Dedicated Taxi Telecommunications Network shall apply.
4. For the dedicated telecommunications network for research and development purposes, the Regulations Governing the Installation and Use of Telecommunications Networks for Experimental Research and Development Purposes shall apply.
Article 4
A dedicated telecommunications network shall fall into one of the following categories by the purpose of its establishment:
1. Public service network: a network established for emergency assistance, public use or other public services, such as police, firefighting, disaster prevention, medical rescue, coastal patrol, emergency rescue, railroad, highways, rapid transit systems, airline ground support, fishery, water resource, weather, academics and education, justice, correctional facilities, diplomacy, harbor, forestry, customs service, immigration, electric power, water, gas, petroleum and others.
2. Private network: a dedicated network that is other than those mentioned above and established for private use.
The applicant for private network shall be a company, legal person or organization.
Article 5
The connection or use of a dedicated telecommunications network shall be terminated and the competent authority informed for reference when it is connected to a public telecommunications network or the purpose other than the one for which it is established ceases to exit.
