These Specifications are established according to Paragraph 2, Article 66 of the Telecommunications Management Act.

These Specifications apply to the type approval for Classes I, II and III fixed and mobile amateur radio frequency machines and external radio frequency power amplifiers or kits.

The terms used in these Specification are defined as follows:
3.1 Spurious emission: radiation or frequency that is outside of the bandwidth necessary for emission and the level of which can be lowered without compromising the message transmitted, including harmonic emission, parasitic emission, and those generated by intermodulation and frequency conversion; however, this does not include out-of-band emission.
3.2 Out-of-band emission: emission of one or more frequencies generated outside of the necessary band during modulation, except the spurious emission.
3.3 Unwanted emissions: spurious emission and out-of-band emission.
3.4 Allowable frequency tolerance: the maximum deviation allowed between the assigned frequency and the center frequency of RF spectrum or between reference frequency and characteristic frequency emitted, in parts per million (ppm) or Hertz (Hz).
3.5 Peak envelope power (PEP): the average RF power that a transmitter transmits to the output line of antenna in an RF cycle on the modulated peak envelope under normal working conditions.
3.6 Power output: the power output is the PEP in Watt (W) measured at the RF output end of a transmitter, unless otherwise specified in these Specifications.
3.7 Equivalent isotropic radiated power (EIRP): the power supplied to antenna times the gain in a given direction in relation to an omni-directional antenna.
4
Test items and acceptance criteria
4.1 Working frequencies and power outputs (see Table 1).
4.1.1 Class I amateur RF machines:
(1) 135.7 kHz ~ 137.8 kHz, power output < 1W (EIRP);
(2) 1.8 MHz ~ 1.9 MHz, power output < 400W;
(3) 3.50 MHz~3.5125 MHz, power output < 200W;
(4) 3.55 MHz~3.5625 MHz, power output < 200W;
(5) 7.0 MHz~7.200 MHz, power output < 200W;
(6) 10.13 MHz~10.15 MHz, power output < 200W;
(7) 14.00 MHz~14.35 MHz, power output < 400W;
(8) 18.068MHz~18.168 MHz, power output < 400 W;
(9) 21.0 MHz~21.45 MHz, power output < 200W;

4.1.2 Class II amateur RF machines:
(1) 135.7 kHz~137.8 kHz , power output < 1W(EIRP);
(2) 1.8 MHz~1.9 MHz, power output < 200W;
(3) 3.50 MHz~3.5125 MHz, power output < 200W;
(4) 3.55 MHz~3.5625 MHz, power output < 200W;

4.1.3 Class III amateur RF machines:
(1) 50.0 MHz~50.15 MHz, power output < 25 W;
(2) 144.0 MHz~146.0 MHz, power output < 25 W;
(3) 430.0 MHz~440.0 MHz, power output < 25 W.
4.1.4 The external RF power amplifier or kit shall comply with the following:
(1) The gain of external RF power amplifier shall be smaller than 15 decibels (dB); the amplification shall be reduced relatively if the design power output PEP (referred to as the design power hereinafter) is smaller than 1500W.
(2) The power output shall not reach the design value before the RF average power input exceeds 50W with or without any attenuation at the front end of the external RF power amplifier.
(3) The external RF power amplifier shall continue to function in its design power.
(4) The external RF power simplifier shall be driven with 50W or more of average RF power input during inspection until its power output (design power) reaches the saturated power.
(5) The external RF power amplifier shall not have gain outside of the assigned frequency band for amateur radio. The frequencies outside of the assigned band shall have its gain attenuated to 0dB using a filter with the attenuation of 12dB per octave (-12dB/oct) or more; the gains between 24MHz and 26MHz and between 28MHz and 35MHz shall be smaller than 6dB.
4.1.5 For the application for testing mentioned in 4.1.1(1) and 4.1.2(1), the applicant shall provide the antenna needed for the testing. The test laboratory shall perform a field test when necessary.
4.2 Allowable frequency tolerance: the following shall be met at normal supply voltage, temperature varying between -10℃ and 50℃; and voltage supply varying within ±15% at 20℃.
4.2.1 For HF working frequency: the frequency drift shall not exceed 100Hz in any period of 15 minutes after 30 minutes of warmup period.
4.2.2 For VHF or UHF working frequency: within ±5ppm.
4.2.3 Others: as per the allowable frequencies specified in the Regulations Governing the Use of Radio Frequencies.
4.3 Frequency deviation for modulated signals
The maximum allowable frequency deviation for the modulated frequency of equipment shall meet the following:
4.3.1 For frequency interval of 12.5kHz: the frequency deviation for modulated signals shall fall within ±2.5kHz.
4.3.2 For frequency interval of 20.0kHz: the frequency deviation for modulated signals shall fall within ±4.0kHz.
4.3.3 For frequency interval of 25.0kHz: the frequency deviation for modulated signals shall fall within ±5.0kHz.
4.4 Spurious emission:
(1) For working frequency < 30MHz:
The spurious emission mean power of radio station transmitter or external power amplifier shall be at least 43 dB lower than the main wave mean power.
(2) For working frequency between 30MHz~235 MHz:
The spurious emission mean power shall be at least 60dB lower than the main wave mean power and not exceed 1 mW. However, for the main wave mean power < 25W, the mean power of any spurious emission to the antenna transmission line shall be at least 40dB lower than the main wave mean power and not exceed 25 mW.
(3) For working frequency between 235MHz~960MHz:
The spurious emission mean power shall be at least 60dB lower than the main wave mean power and not exceed 20 mW. However, for the main wave mean power < 25W, the mean power of any spurious emission to the antenna transmission line shall be at least 40dB lower than the main wave mean power and not exceed 25 mW.
(4) For working frequency between 960MHz~17.7GHz:
The spurious emission mean power shall be at least 50dB lower than the main wave mean power and not exceed 100mW. However, for the main wave mean power < 10W, the mean power of any spurious emission to the antenna transmission line shall be at least 50dB lower than the main wave mean power and not exceed 100W.
(5) For working frequency > 17.7GHz:
The requirements of spurious emission specified in the Regulations Governing the Use of Radio Frequencies shall apply.
4.5 For the receiver in the transceiver, the unwanted emission shall comply with the requirements specified in 3.6, the technical Specifications for Low-Power Radio Frequency Material.
4.6 The test setups for each test item are shown in Appendix 1.
