1. The Directions are enacted by National Communications Commission (hereinafter to be referred as “NCC”) pursuant to Satellite Broadcasting Act (hereinafter to be referred as “the act ”) Article 13, Paragraph 1 and the Enforcement Rules 8 conduct the operation plans amendment application of satellite broadcasting services suppliers.

2. The services suppliers shall file an application with supporting following documents to NCC prior to the 45 days of the due amendment day：
(1) Application statement
(2) Comparison of content amendment and amendment explanation
(3) Comparison of historical amendment of operation plans under with the committee’s approval
(4) Other documents required by the commission.

3. The Television program shall be classified into the following categories by program suppliers in accordance with program attributes：
(1) Category1：News and financial news
(2) Category2：Children
(3) Category3：Comprehensiveness, entertainment, drama and film
(4) Category4：Education, sports, leisure and music
(5) Category5：Religion and folks
(5) Category5：Religion and folks
(6) Category6：Finance and economics (the crash of stock market)
(7) Category7：Shopping

4. The principles for amendment permission：
(1) The modification of program attribute shall be in accordance with the same category.
(2) The program whose accumulative range of content change is over 40% prior to a year of its due amendment day shall not be permitted for amendment in principle (the applicant shall enclose the current and historical modified programs for supporting documents.)
(3) The amendment of channel name and identifying sign shall be in accordance with its attributes and contents.
(4) The amendment of channel identifying sign is permitted in principle on a con condition that the design shall be clear to be recognized and shall not have conduct audience interference.
(5) National channel shall not be amended to foreign channels and vice versa.
